Determination of no hazardDetermined - No Hazard43 ft AGL

What this outcome means

The FAA studied the proposal and concluded it would not be a hazard to air navigation. A no-hazard determination is not permanent — it carries an expiration date, and if the structure is not built by then the case has to be re-filed.

The proposal, in the filer's words

"PERMANENT STRUCTURE. Project Kestrel is a proposed site development located approximately 1.5 miles north of Runways 19R/19L and approximately 1 mile north of the Kansas City International Airport (MCI) property boundary. An FAA Obstruction Evaluation was previously completed for this site under Aeronautical Studies No. 2025-ACE-3880-OE through 2025-ACE-3888-OE and No. 2025-ACE-3892-OE through 2025-ACE-3911-OE with Determinations of No Hazard issued in September 2025. The primary purpose of this resubmittal is to evaluate revised structure heights associated with the implementation of plume abatement technology for the proposed cooling towers. The proposed development consists of multiple light industrial buildings and associated site infrastructure. An exhibit identifying all proposed structures locations and maximum physical heights by clusters is included with this submittal for FAA review. This project team is actively coordinating with the Kansas City Aviation Department (KCAD) regarding the proposed development and is currently working through a Memorandum of Understanding (MOU) to address local airport operational considerations. This FAA Obstruction Evaluation submittal is intended to support that ongoing coordination by confirming that the revised structures continue to be evaluated for potential impacts to navigable airspace. Should the FAA require any additional technical information to complete its evaluation the project team will promptly provide the requested information. A 1A Survey Certification is included on the attached site plan."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
