Mineral Extraction/Quarry
Rochester, MN · near Rochester Intl (1.0 mi)
What this outcome means
The FAA studied the proposal and concluded it would not be a hazard to air navigation. A no-hazard determination is not permanent — it carries an expiration date, and if the structure is not built by then the case has to be re-filed.
The proposal, in the filer's words
"The proposal is for the extraction of limestone (rock\nquarry). The first phase of the quarry will be located in\nSW Rochester MN (in city limits). The existing site\nslopes from West to East with elevations ranging from\n1274 down to 1208. The proposed quarry will have a\nfloor target elevation of 1210 about 100 feet lower\nthan the airport runways. Quarry excavation will begin\non the northern area of the limits identified on the\nplans to create a face of rock approximately 50 feet in\nheight (excavated so no impact on flight paths).\nExpansion will work to the south and west. The bottom\nof the quarry will be connected to the adjacent ravines\nto the north which are lower in elevation that the\nquarry bottom. This ensures gravity drainage of any\nstormwater or groundwater seeping into the excavated\nbottom. There will be no ponding of water that could\nattract water fowl and stormwater treatment measures\nwill draw down within 48 hours of a rainfall event. The\ncondition of no standing water within the site will be a\ncondition of approval for a permit by the City of\nRochester. Blasting of limestone materials is performed\nunder controlled and monitored operations with limited\nrise in elevation or creation of dust."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
