What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"In order to improve telemetry (cell service) and data transmission TexNet is requesting permission to deploy one (1) directional cellular antenna at this seismic station. TexNet currently utilizes two different types of directional antennas at seismic stations; the Poynting XPOL-2-5G (upper values in specs box to the right) and the Waveform Log Periodic Outdoor Antenna (lower values in the specs box to the right). These antennas are mounted on a pipe mast that has a maximum height of 10ft (this height is not always used as in various cases lower heights have been sufficient). The antennas are unidirectional so the antenna that is chosen will be pointed in the direction that provides the best telemetry values. The deployed antenna will remain at the station for the duration of its operation."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
