What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"I chose the worst-case scenario for maximum height and proximity to the AOA. I do not anticipate the crane to be this intrusive but this is the perfect storm. We also don't know when exactly the crane will be in place so I included the entire months-long window of possibility though in practice the crane should only be present for at most two weeks. Also the crane will never be left at height overnight so no need for lighting."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
