What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"Long Beach Water Department proposes to drill a new water supply well at this location to replace an existing well that is no longer viable for use. This will require temporary utilization of an approximately 72-foot high water well drilling rig and support equipment that will remain in place until the well is drilled (i.e. approximately 140 to 160 days). The project is under design and construction and is anticipated to take place third or fourth quarter of 2026.\n\nUpon removal of the temporary drilling rig the height go the permanent structure (water well and enclosure) will be no higher than 8 feet above ground level."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
