What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"The National Oceanic and Atmospheric Administration (NOAA) National Geodetic Survey (NGS) proposes the installation of a Foundation Continuously Operating Reference Station (FCORS) at the NWS WSO Majuro adjacent to Amata Kabua International Airport (MAJ). This station provides a high-stability geodetic anchor for the National Spatial Reference System (NSRS) and the Pacific Terrestrial Reference Frame of 2022 (PATREF2022). The passive GNSS receiving station supports aviation safety by serving as the primary high-accuracy geodetic reference for MAJ \Obstruction Surveys\" and providing the precise control necessary for Performance-Based Navigation (PBN) and LPV approach procedures.\nData transmission will utilize a dual-path communication strategy to ensure 24/7 telemetry resilience. The station will utilize the local National Telecommunications Authority (NTA) cellular network (LTE Bands 28 3 and 8) as a primary link. However if the local cellular network is unable to meet the FCORS’s data transmission requirements Starlink satellite connectivity will be utilized as the primary communications path. The installation remains electronically non-interfering; it lacks high-power RF emissions and utilizes only low-power commercial telemetry for data transmission ensuring no impact on airport NAVAIDs Air Traffic Control communications or aircraft avionics.""

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
