Queens, NY · near Laguardia (1.2 mi)

Determination of no hazardDetermined - No Hazard200 ft AGL

What this outcome means

The FAA studied the proposal and concluded it would not be a hazard to air navigation. A no-hazard determination is not permanent — it carries an expiration date, and if the structure is not built by then the case has to be re-filed.

The proposal, in the filer's words

"Billion Oyster Project is proposing to create an oyster reef habitat at a suitable location within the site. The project will consist of a 1-2 acre subtidal on-bottom footprint including manufactured concrete reef structures. The area of interest is located adjacent to the LaGuardia Airport restriction zone. Billion Oyster Project anticipates permit issuance in 2029 with installation targeted for summer/fall 2029-2030. Means and methods will be confirmed but installation will likely require two spud barges each 110’x 36’ or a similar-size (approximately 70’ tall when pinned in the up position and 40-50’ tall when spudded into the sediment). One barge will transport and stage the reef structures and materials throughout installation with the second barge supporting a crane. The crane barge will be used to pick the reef structures from the materials barge and lower them into position. The barges will be tied together and moved throughout the project site via tug boat."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
