What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"Construction associated with the Miscellaneous Electrical Work - Phase 2 project at Northeast Philadelphia Airport. Activities are limited to ground-level construction operations and equipment use. No temporary vertical structures cranes towers or lighting are proposed beyond what is permitted and controlled by the Construction Safety and Phasing Plan (CSPP). The points in this submission represent the corners of the proposed temporary construction area. The height provided for each corner indicate the maximum height of the equipment that will be used in this construction area. Phase 2 of this project also includes construction of a pad-mounted permanent airfield electrical vault. A separate 7460 form was submitted for the proposed vault. In addition pad-mounted ancillary electrical equipment and a light pole are proposed for installation adjacent to the vault on the side closest to Runway 6-24. A separate multiple-case 7460 form was submitted for this equipment and light pole. There will be additional construction for miscellaneous electrical work in the areas around the proposed electrical vault and on and around Taxiway G Taxiway C Runway 15-33 and Taxiway A. Separate 7460 forms will be submitted for the areas of that temporary construction work. There will be two staging/stockpile areas for the construction. Two separate temporary construction 7460 forms were submitted for each staging/stockpile area."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
