What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"The SureWx sureHOT+ weather station will be at the John F. Kennedy Airport – American Airlines Hangar 10 leasehold on grass(see site layout with GPS Coordinates picture attached). It will be mounted on concrete pads (see installation site layout illustration attached). The equipment transmits data via the commercial cellular mobile network using 4G and 3G technology only. Similar stations exist at many major airports across the United States including KSTL Reference Number 2023-ACE-3268-NRA. Several supplemental documents with frequency band and modem details are included.\n\nSureWx’s sureHOT+ is a de/anti-icing fluid holdover time determination service that provides flight crews with precise holdover times according to FAA regulations. SureHOT+ uses numerous sensors that measure weather conditions at an airport at pre-determined time intervals. SureWx intends to implement a sureHOT+ station at John F. Kennedy International Airport in the summer of 2026.\nThe locally installed equipment for the sureHOT+ service transmits data to SureWx servers via the public mobile cellular network."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
