What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"Work Area 1A\nTaxiway D is being reconstructed to the east of the existing location. It is being constructed to meet the FAA requirements for a high-speed taxiway. The intersection with Taxiway A is being relocated and reconstructed. Taxiway D is being fully rebuilt to a depth of 3’ with all new subbase base and pavement layers. Taxiway A will be closed from Taxiway D to Taxiway C for this work. Taxiway D will have closure X’s painted on the existing taxiway. Lights and signs are being relocated to meet regulations with the shifted runway. No work of this section is within the RSA no runway closures are anticipated in this stage."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
