What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"Solar panels flush to roof not higher than roof peak roof pitch about 12 degrees all facing SSW Control tower about 1/2 mile away to the north newer Control tower coming eventually is even farther north than the existing tower. These panels will be obstructed from view by the tower by the same (our) building roof peak and other adjacent building peaks as well also the panels will be facing away from the tower towards the south aimed at about 110 degree heading. A letter from the KOGD airport manager concluding no impact for the new or current Control Towers also giving permission to go ahead with the proposed Solar panel project."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
