What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"Filing due to the site being located on airport property. The work planned for this project (remedial investigation) includes mowing and clearing of thin vegetation surveying utility clearance followed by surface and near subsurface soil sampling utilizing a GeoProbe. For mowing and vegetation clearing a stand-on mower and a shredder deck with accompanying vehicles will be used. No large equipment will be used for surveying and the utility clearance. A GeoProbe tracked drilling rig will be used to bore holes for the soil sampling. The maximum height of the GeoProbe with attached safety flag is 16 feet. The surrounding trees throughout the site are roughly 30-35 feet tall. There are 114 planned locations for soil sampling which are dispersed across the site. At each boring location samples will be collected at 0.0-0.5 feet and 3.0-3.5 feet below ground surface. The areas immediately under the power lines transecting the site will be avoided with power equipment during sampling. A minimum safe distance of 20 feet outside the power lines traverse will be enforced unless otherwise specified. Total duration of site work will not exceed 3 weeks. GeoProbe will be onsite no more than 2 weeks."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
