What this outcome means
The FAA studied the proposal and concluded it would not be a hazard to air navigation. A no-hazard determination is not permanent — it carries an expiration date, and if the structure is not built by then the case has to be re-filed.
The proposal, in the filer's words
"The EPCOR Water Arizona Inc. West Valley Regional Water Reclamation Facility (WVRWRF) Project includes a multi-phased construction plan (Attachment 1) in which the full build-out of the Plant Facilities will process 6-8MGD and will encompass approximately 20-acres of the 40-acre parcel located northeast of N Alsup Road and Camelback Road in Litchfield Park AZ. The first stage of construction (Phase A) was completed in 2018. The Phase A Existing Facilities is shown on Attachment 3. The scope of work to be completed in Phase 1 as part of this project is also depicted on Attachment 3. The structures to be built will utilize the crane described in this application. The project duration is approximately 18 months and the crane will be removed from the site upon the completion of the work."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
