What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"Existing three leg open lattice radio tower to be replaced by a new tower of similar dimensions and height. The new tower will be built immediately adjacent to the existing tower 15ft away to the east side of the existing tower. The existing tower will be deconstructed leaving the new tower all antennas transferred to the new tower. The existing tower is tapered 6ft face at the bottom to a 2.6 ft face at the top. The new tower also a three leg tower will be tapered 9ft face at the bottom 5ft face at the top. Antenna heights obstruction lights tower structure height will be the same. No changes to height or antennas. These are both self-supporting towers with no guy wires. The tower has antennas for public safety first responder communications equipment and serves the area of the airport as well as the surrounding community."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
