What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"1. Project Overview -\nThis project is to replace the broken 7.5-ton AC split system that cools the SNA Airport Surface Detection Equipment (ASDE) Room at John Wayne Airport. We plan to replace the old unit with two new 3-ton systems to give the room backup cooling and protect critical flight safety equipment.\n2. The Problem -\nThe main AC unit for the ASDE Equipment Room is completely out of service (OTS) because of a refrigerant leak. The system was made in June 2000. At over 25 years old it is well past its lifespan.Because it runs on R-22 refrigerant—which the EPA phased out in 2010—it is incredibly expensive and difficult to find parts or fix.Current SituationRight now the team is using three portable AC units to keep the room cool. This is a temporary fix and won't be enough to handle high summer temperatures putting the equipment at risk of overheating.\n3. Proposed Solution & Scope - We are removing the old 7.5-ton unit and putting in two separate 3-ton split systems. This way if one unit ever goes down the other can keep the room from overheating."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
