What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"SFO maintains an existing shoreline protection system consisting of dikes sheet pile walls and concrete walls. This notice covers the proposed riprap repair work within Reach 11 of the shoreline near Taxiway C specifically for Corner #9 as identified in the project sketch.\nThe work involves placement of riprap using standard construction equipment including an excavator dump trucks and a backhoe. The tallest equipment anticipated on site is a John Deere excavator with a maximum operating height of 34.33 feet.\nCoordinates for the work area boundary are provided in the Form 1A certification for Corners 9 10 11 and 12. Reach 11 requires four individual 7460 filings corresponding to each corner of the staging area; this submission represents the filing for Corner #9.\nThe proposed work zone is located outside all approach and departure surfaces. If required by the FAA all construction equipment will be marked with appropriate checkered flags and/or beacons to ensure compliance with safety requirements."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
