What this outcome means
The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.
The proposal, in the filer's words
"The project consists of the construction of a new facility for Pensacola State College which includes classroom and warehouse spaces for their Airframe and Powerplant Maintenance Training program. The building is a single-floor pre-engineered metal building and this filing is for the crane that will be used to erect the building structure. The crane has a maximum boom length of 127 ft and will be incrementally displaced from West to East during the steel erection. The points marked on the map approximately show the four building corners which are the extremities of the crane's intended operation zone. The crane will only be operated in the daytime and the boom will be lowered at the end of each day.\n\nDates of operation remain to be determined. The building structure is being ordered and carries an approximate 16-20 week lead time. The 'Work Schedule' dates reflect the period in which erection is expected but actual mobilization time of the crane will be far shorter in duration."

Screening a structure of your own?
Check Part 77 and the tower's line of sight before you file
LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
