What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"The City of Coalinga as Airport Sponsor and Fresno SCCA propose to conduct a two day autocross event at New Coalinga Municipal Airport. The event would consist of timed single car runs on a temporary cone defined course established within the designated apron area. Daily operations would occur between approximately 600 am and 600 pm including setup participant course walks a mandatory drivers and safety meeting competition runs from about 900 am to 300 pm and teardown and final site cleanup. The event would be staffed and managed by Fresno SCCA Event Officials licensed Safety Stewards and Event Workers with a City Representative on site to coordinate on behalf of the Airport Sponsor. Spectators would be limited to a designated paddock spectator area and kept physically separated from the hot course and grid by cones barricades and controlled access points. No portion of the event would take place on the runway or taxiway and aircraft access routes to hangars and airport facilities would remain open and unobstructed at all times. The proposal includes pre event notifications emergency response coordination through local agencies and post event inspection foreign object debris removal and restoration of the apron to normal airport use."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
