What this outcome means

The FAA sent the case back to the filer rather than issuing a determination. This is the most common non-clean outcome and usually means something has to change or be supplied before the study can finish — not that the project was refused.

The proposal, in the filer's words

"Temporary contractor staging and stockpile area (Staging Area 1) associated with the Miscellaneous Electrical Work - Phase 2 project at Northeast Philadelphia Airport. Use is limited to ground-level material storage and construction equipment parking. No vertical structures cranes towers lighting or guyed equipment are proposed. The points in this submission represent the outermost corners of the staging/stockpile area. The heights provided for the points indicate the maximum height of the temporary stockpile and the temporarily parked equipment that will be within the bounded area. Another temporary construction staging/stockpile area (Staging Area 2) is proposed southwest of Staging Area 1. A separate 7460 form will be submitted for Staging Area 2. A permanent airfield electrical vault is proposed adjacent to the existing airfield electrical vault that will be demolished. A separate 7460 form was submitted for that proposed vault. Ancillary electrical equipment and a light pole will be permanently installed adjacent to the proposed vault on the side closest to Runway 6-24. A separate 7460 form will be submitted for the electrical equipment and light pole. There will also be underground construction of miscellaneous electrical work in the areas on and around Taxiway G Taxiway C Runway 15-33 and Taxiway A. Separate 7460 forms will be submitted for the areas of that temporary construction work."

Screening a structure of your own?

Check Part 77 and the tower's line of sight before you file

LOS Analyzer screens a proposed structure against FAA Part 77 surfaces and the control tower's sightline to the runway, terrain-aware, in minutes. It is a preliminary screening — not an FAA determination and not a substitute for a licensed engineering review.
